Nearly all state, county, and municipal governments are faced with budget challenges, and the team at the Manchester Town Clerk’s Office was no exception. “We found ourselves with fewer resources to manage land and other records in addition to the need for employees to wear multiple hats. We had to look for ways to work more efficiently,” explained Joe Camposeo, Town Clerk.

The Town of Manchester, a thriving community in the eastern section of Hartford County, has historically been a leader in technology innovation and looked to Cott Systems to help improve productivity in their office. “We often rely on technology to automate and ensure process efficiency for the town and across our state. We had the idea of automating the recording process in the clerk’s office to reduce the time spent at the counter with customers,” added Camposeo.

As part of the overall strategy to improve processes and efficiency, Camposeo researched workflow improvements and was able to uncover two things: First, the work could be processed much faster with the right software solution, and secondly, the time saved on processing land records would free up his team to focus on other projects such as birth and death records.

“Previously we were manually keying information at the counter, spending about 7 – 10 minutes for each transaction. Now we’re spending about 2 minutes. The 75% time savings in processing at the counter has greatly improved productivity and accuracy,” emphasized Camposeo.
