PRODUCTIVITY MAXIMIZED WITH RESOLUTION3
Nearly all state, county, and municipal governments are faced with budget challenges, and the team at the Manchester Town Clerk’s Office was no exception. “We found ourselves with fewer resources to manage land and other records in addition to the need for employees to wear multiple hats. We had to look for ways to work more efficiently,” explained Joe Camposeo, Town Clerk.
The Town of Manchester, a thriving community in the eastern section of Hartford County, has historically been a leader in technology innovation and looked to Cott Systems to help improve productivity in their office. “We often rely on technology to automate and ensure process efficiency for the town and across our state. We had the idea of automating the recording process in the clerk’s office to reduce the time spent at the counter with customers,” added Camposeo.
As part of the overall strategy to improve processes and efficiency, Camposeo researched workflow improvements and was able to uncover two things: First, the work could be processed much faster with the right software solution, and secondly, the time saved on processing land records would free up his team to focus on other projects such as birth and death records.
After reviewing options, The Town of Manchester chose Cott’s Resolution3 Land Records Management System. Resolution3 is an integrated suite of applications that provides Manchester with a comprehensive solution to efficiently receive, record, store, and archive records. Resolution3’s Auto Indexing feature dramatically reduces processing time by utilizing optical and intelligent character recognition along with a complex rules-based search engine to identify and capture indexed data. Powered by Extract, Resolution3’s Auto Indexing capability captures the highest amount of data in the industry (approximately 80 percent).
Public assess is provided through the RECORDhub eCommerce portal. RECORDhub gives Manchester the flexibility to set up multiple subscription types, manage users, and generate revenue for the town. Constituents can search town records using a simple, intuitive interface that allows them to filter and sort results until they find the information they need - all with a look and feel familiar to anyone who has spent time surfing the web.
By leveraging a technology solution that can address their critical business needs and taking advantage of advanced search capabilities, Manchester is able to optimize their business processes, maximize their budget, generate revenue, and improve overall productivity.
“Previously we were manually keying information at the counter, spending about 7 – 10 minutes for each transaction. Now we’re spending about 2 minutes. The 75% time savings in processing at the counter has greatly improved productivity and accuracy,” emphasized Camposeo.
Resolution3 and RECORDhub provide the Town of Manchester with more flexibility, improved reporting, comprehensive search options, and advanced tracking features. Constituents now have convenient access to the town’s records at any time and from any location. With Resolution3, it’s easier for the staff to make corrections and changes within a sale, handle transactions, index documents, and make changes later, if necessary. Overall, Camposeo estimates the entire process is approximately 12 times faster with Resolution3.
“With Resolution3, we are better able to evaluate our productivity and how we function as a team, the quality of work, and error rates. This helps us improve workflow and performance. With less time spent at the counter, we can focus on tasks that require more diligence,” noted Camposeo. “And, RECORDhub provides a convenient gateway to all of our information.”
A Cott customer for decades, Manchester continues to push the technology threshold forward with the help of Cott Systems. “We have visionary goals we want to achieve, and we believe Cott will help us do that. They have a solid, skilled, and talented organization that gives us maximum support. We know that we can count on them to provide quality products and services,” said Camposeo.
